Riyadh: Saudi Arabia's Human Rights Commission (HRC) has clarified that a baby/child born to an unknown parent in the kingdom will be considered Saudi and the state will provide integrated health care for that child.
Explaining the child's rights under state law, the commission said the child is not criminally liable until he or she is seven years old when convicted.
The HRC also stressed that the fines would be severe even if the perpetrator did not know that the victim was a child.
The commission said that any man or woman under the age of 18 whose father has passed away and does not have the means to earn a living or a significant source of income will be able to avail of the annual benefit.
The HRC also clarified that it is not permissible to employ anyone under the age of 15, nor are they allowed to enter the place of employment.
Anyone who commits a crime which includes crimes of child abuse. He will be fined a maximum of 50,000 riyals a year or both, the commission said, adding that stopping a child's education would be considered abuse or negligence.
